In 2018, the FBI’s Northern Connecticut Gang Task Force began investigating Ricardo Reyes, also known as “Rick the Ruler,” a member of the Los Solidos street gang who was distributing fentanyl, heroin, cocaine, and crack in the area of Park Street and Hungerford Street in Hartford County.

US Attorney Leonard Boyle said that the investigation into Reyes led them to his sister, Janicette Reyes, age 43, of Hartford, who used a Rowe Avenue residence she shared with Johnny Ortega, also known as “Clatcho,” to store, process, and package fentanyl for distribution,

Janicette Reyes also delivered fentanyl to customers at Ricardo Reyes’ direction, prosecutors said.

Ricardo Reyes was arrested in April 2019 on a host of drug and weapon charges. While he was detained in state custody, Boyle said that his sister continued to service his drug customers.

Janicette Reyes was arrested on June 17, 2019, at which point investigators seized approximately 3,450 dose-bags of fentanyl, drug paraphernalia, a loaded Glock .40 caliber handgun, and ammunition at the Rowe Avenue home in Hartford.

On Wednesday, March 23, Boyle announced that Janicette Reyes has been sentenced in Hartford federal court to 60 months in prison, followed by three years of supervised release.

She remains released on a $200,000 bond and is required to report to prison on Friday, June 24.

Ricardo Reyes pleaded guilty to related charges and was sentenced to 18 years in prison in February 2021. Ortega was also sentenced to 60 months in prison for his role in the drug trafficking operation.
